Northrop Grumman Corporation (NYSE: NOC) has been selected by Brunei’s Ministry of Defence as one of the two suppliers that will go forward to the next phase of the competition to provide a Joint Operations Centre command and control capability for the Royal Brunei Armed Forces.

The announcement was made by Dam Paduka Haji Mustappa bin Haji Sirat, Permanent Secretary at the Ministry of Defence on Aug.15 at BRIDEX, the Brunei Darussalam International Defence Exhibition and Conference, and follows the completion of a rigorous phase-of-system assessment in which Northrop Grumman successfully demonstrated the capabilities of its technical solution.

The Joint Operations Centre (JOC) will provide the RBAF with a facility that will deliver command and control capability for military commands and civil organisations at both national and international level and will be interoperable with its NATO and ASEAN allies and coalition partners.

The core of Northrop Grumman’s International-Joint Operational Command and Control System (I-JOCCS) solution is the company’s industry leading software application Command and Control for the PC (C2PC) and Interoperable C4I Services (ICS). These have been in service for 20 years and are currently deployed in more than 40 countries with 100,000 users making them among the most successful and widely used applications for strategic command and control systems worldwide. The core applications are regularly upgraded to keep them at the forefront of technical capability, whilst maintaining interoperability to international standards. Together C2PC and C4I provide a seamless top to bottom architecture for command and control, from the strategic and operational levels down to the dismounted soldier.

C2PC provides a common tactical picture for operational command and control, improving situational awareness and enhancing operational and tactical decision making. ICS synchronises data enabling the common operating picture to be controlled and configured to meet user requirements. C2PC and ICS currently provide the user interface/core functionality for many operational command systems around the world including NATO’s Maritime Command & Control System (MCCIS), the UK MoD’s Joint Operations Command System (JOCS) and Royal Navy Command Support System (RNCSS). ICS is also the core application for both the US’ joint and maritime Global Command and Control Systems (GCCS) and continues to be at the heart of the UK’s next generation of joint command and control support programme (JC2SP).

Northrop Grumman has teamed with Newman & Spurr Consultancy to provide the system modelling and training solution. The two companies will work closely with local Brunei industry and academia to ensure that Brunei develops a strong indigenous support capability for systems, training and the development of doctrine.
