Russia sends security pact draft to leaders abroad
MOSCOW — The Kremlin says Russian President Dmitry Medvedev has sent foreign leaders a draft of a sweeping new trans-Atlantic security treaty he has been proposing since he took office last year.
The treaty would prohibit signatories from taking any action that would damage the security of other parties to the pact. The text released Sunday says it is based on “the principles of indivisible, equal and undiminished security.”
Russia has long been concerned about U.S. military influence near its borders and claims that the expanding NATO alliance is a potential security threat.
Medvedev has been trying to sell the idea of an overarching new security pact to a lukewarm European and U.S. audience.
