I am a Researcher at a criminal background check company named Integrascan. We have tried to get accurate Criminal Background checks from Mexico for years. I wonder what type of Background Check theses officers went through. The government is corrupted in Mexico and there is no clear-cut method of recording and Identifying criminals in the corrupt government.
It would be a god idea to model third system after the Private Background Check companies in the U.S.
