NEW DELHI - Cooking gas connections for 75 percent of the population, CNG network expansion to 200 cities, SMS booking for gas cylinders and biometric cards for kerosene users are some of the elements of the petroleum ministry’s vision paper for 2015.

The document, Vision-2015 for Consumer Satisfaction and Beyond”, was finalised Friday night at a conclave of chief executives of public sector oil companies in Goa. The conclave was organised by the ministry of petroleum and natural gas.

The document said the government would increase the compressed natural gas (CNG) network from the current 35 cities to 200 cities in the next six years.

The most extensive goals are kept for the liquefied petroleum gas (LPG) supply to households. The ministry has set a target of 5.5 crore new connections by 2015, bringing the total number of consumers to 16 crore.

Further, it proposed that all towns with a population of more than five lakh will have 100 percent coverage of LPG.

Oil companies have been told to approach kerosene customers in these towns directly and offer LPG connections, said the paper. Consumers will be able to book via SMS.

Issuing biometric cards to kerosene consumers in large cities is being mooted, along with a proposal for direct cash transfer of subsidy on kerosene to the account of the beneficiaries in rural areas.

To stop pilferage, there will be devices installed on gas cylinders.

On auto fuels, the paper talks about retail automation of large outlets, with multi-fuel electronic dispensers.

Besides, Oil and Natural Gas Corp, ONGC Videsh and Oil India Ltd have promised to double their gas and crude production by 2015.
