b2evolution has a universal masterlist set up for comment spam. Is there any way for WP to have such a system, or to somehow hook in to that list (I maintain a b2 blog for a organization). Thanks for all your useful WP info.

Please excuse me for a newbie question, but do I just copy the list of addresses and paste it into the referrer.txt file? I have the plugin installed and didn’t know that I needed to do something else.
Is it that simple? Or do I need to do anything else?

Go to plugin console (where you activate / deactivate any plugin) and look for the description of Referrer Bouncer plugin. There you will find all the links you need. It is very easy to modify, one referrer per line. Please read the documentation for details.
