Their cruelly taunting the children, all right,
which thay shouldn’t have. And their definitely not out winning hearts and minds. But to my layman eyes, the children don’t look all that desperate - more probably bored and looking for anything to liven up the day?

I know I wouldn’t run that hard, especially the last child, if I wasn’t really desperate. Above all what matters is the immense cruelty displayed to children. Imagine if those were your boys looking for water and being taunted by Iraqi soldiers.
It appears USA have posted a bunch of jerks out there in Iraq (remember Abu Ghraib?).
